Congressman Davis supports national security leadership continuity bill
North Carolina Congressman Don Davis says in floor debate on a bill to amend title 5, United States Code, to require an Executive agency whose head is a member of the National Security Council to notify the Executive Office of the President, the Comptroller General of the United States, and congressional leadership of such head becoming medically incapacitated within 24 hours that in an increasingly dangerous world with rising global tensions and threats requiring timely responses to safeguard Americans and save lives, Congress must require National Security Council agencies to provide notice of their agency heads' incapacitation within 24 hours as a reasonable minimum expectation.
