Kentucky Congressman Andy Barr says it is known from a transcript of a call between President Donald Trump and Ukraine President Volodymyr Zelensky that there was no quid pro quo between the two but many did not know that in 2014 the House passed the Ukraine freedom support act tasking the executive branch to use US assistance to bolster democratic institutions and counter corruption in Ukraine with the vote of every Democrat, in 2017 the House overwhelmingly passed the Defense Authorization Act requiring the administration to certify as a condition of providing assistance that the Ukraine government take substantial actions to counter corruption and increase accountability with votes of 145 Democrats, and 2019 the defense bill required decertification again with votes of 139 Democrats, concluding that the bottom line given recent elections that President Donald Trump had the authority and a legal duty to seek assurances from the new government that the anticorruption measures would be carried forth but Democrats were trying to impeach Trump for following the law they voted for, the presiding officer interrupting that as time expired.
