Vietnam Veteran Clarence Smith-Bey at the house where he used to live in the basement February 02, 2016 in Temple Hills, MD. He was evicted after he complained about no heat or electricity even though he paid his $800 rent. Lawyers and past tenants allege Peaceful Haven was part of a broader scam that, funded in part by the city, has left numerous mentally ill and disabled homeless veterans high and dry.
