Israeli Security Services announced October 8, 2002 the October 2 arrest of Rakad Salem, who allegedly confessed to acting under orders of Hussein. Salem admitted he distributed Saddam's money to Palestinian families of 'martyrs' of the Intifadah. Each family of a martyr, killed by Israelis or died as a suicide bomber, received $10,000, family members of the severely wounded family received $1,000 dollars and a little wounded received $500 dollars. According to his declarations, Salem allegedly distributed $15 million dollars. (Photo by Quique Kierszenbaum/Getty Images)
