(Original Caption) 11/18/40-Haiphong, Indo-China: Hajime Matsumiya (right), Japan's special envoy to French Indo-China, shown in company of French officials and Rokuro Suzuki (left), Japanese Consul General at Hanoi, inspecting an Indo-Chinese guard of honor, upon his arrival at Haiphong. Matsumiya was appointed to the ranking after the Vichy government capitulated and permitted Japanese troops to move into Indo-China to war on Chinese bases along the border.
