SEP 25 1979 New Boulder Memorial Viewed The Janet J. Hinkle Memorial Hall was established by the Boulder Police Department to honor officers who died in the line of duty. It was named after an officer who died in 1978 in an auto accident while on her way to the pistol range. The memorial also honors Gary Mills, Raymond McMaster, Elmer Cobb and Chief L. P.
